सूचना एवं जनसंपर्क महासंचालनालय के प्रधान सचिव तथा महासंचालक ब्रिजेश सिंह ने कहा कि साइबर सुरक्षा केवल संस्थाओं की नहीं बल्कि प्रत्येक नागरिक की जिम्मेदारी है। ‘साइबर कोविड’ से बचाव के लिए हर नागरिक को साइबर स्वच्छता अपनानी चाहिए।

उन्होंने कहा, “एआई के युग में डेटा सबसे मूल्यवान संपत्ति है। इसलिए सभी को अपने डेटा की सुरक्षा करनी चाहिए। अति-साझाकरण से बचें, सोशल मीडिया पर अनावश्यक जानकारी साझा न करें और ‘जिओस्पाय’ जैसे एल्गोरिद्म से सावधान रहें।”

इस कार्यक्रम में सेबी के कार्यकारी निदेशक अविनाश पांडे, विभिन्न उद्योग क्षेत्रों के प्रतिनिधि तथा वरिष्ठ शासकीय अधिकारी उपस्थित थे।

मुंबई, 25 सितम्बर – डिजिटल इंडिया और डिजिटल लेन-देन के दौर में महाराष्ट्र आज दुनिया के लिए एक आदर्श राज्य बनकर उभरा है। साइबर सुरक्षा नियंत्रण प्रणाली स्थापित करने में महाराष्ट्र ने अग्रणी भूमिका निभाई है, ऐसा मत सूचना प्रौद्योगिकी एवं सांस्कृतिक कार्य मंत्री ॲड. आशिष शेलार ने व्यक्त किया।

डिजिटल सुरक्षा को प्रोत्साहन देने और सभी के लिए सुरक्षित साइबर लेन-देन सुनिश्चित करने के उद्देश्य से डेटा सिक्योरिटी काउंसिल ऑफ इंडिया द्वारा आयोजित ‘रिंग द बेल फॉर सिक्योरिटी’ अभियान का शुभारंभ आज बॉम्बे स्टॉक एक्सचेंज (BSE) में मंत्री ॲड. आशिष शेलार के हाथों हुआ।

इस अवसर पर मंत्री शेलार ने कहा कि 2016 में प्रारंभ किए गए महाराष्ट्र साइबर विभाग की पहल के साथ-साथ राज्य सरकार ने ‘गोल्डन डेटा प्रोजेक्ट’ भी शुरू किया है। इस परियोजना में 12 करोड़ प्रमाणित नागरिकों का डेटा दर्ज किया गया है। इससे नागरिकों को हर लेन-देन के लिए अलग-अलग पासवर्ड या प्रमाणपत्र की आवश्यकता नहीं होगी। यह परियोजना साइबर सुरक्षा के लिए एक बड़ी ताकत सिद्ध होगी।

मंत्री शेलार ने कहा कि साइबर सुरक्षा केवल शहरी क्षेत्रों तक सीमित नहीं होनी चाहिए, बल्कि ग्रामीण और अर्ध-शहरी क्षेत्रों तक भी इसका प्रसार होना जरूरी है। इसके लिए उद्योग जगत, शैक्षणिक संस्थान और शासन को मिलकर प्रयास करने होंगे। “यह डिजिटल रेजिलियन्स सिस्टम बनाने का सही समय है – उद्योग क्षेत्र को निवेश करना होगा, शैक्षणिक संस्थानों को पाठ्यक्रम तैयार करने होंगे, शासन को मजबूत व्यवस्था बनानी होगी और नागरिकों को भी जागरूक होना पड़ेगा,” शेलार ने कहा।

उन्होंने यह भी स्पष्ट किया कि आज के समय में डिजिटल लेन-देन, ई-गवर्नेंस और कृत्रिम बुद्धिमत्ता के युग में साइबर सुरक्षा उतनी ही महत्वपूर्ण हो गई है, जितनी सीमा सुरक्षा। वर्तमान में भारत में 70 करोड़ से अधिक इंटरनेट उपयोगकर्ता और 120 करोड़ मोबाइल उपभोक्ता हैं। पिछले पांच वर्षों में साइबर अपराधों में 400 प्रतिशत वृद्धि हुई है। देश में औसतन प्रति मिनट 702 साइबर खतरे दर्ज किए जाते हैं और हर सेकंड 12 नए साइबर हमलों का खतरा सामने आता है। इसलिए नागरिकों की सुरक्षा के लिए मजबूत और टिकाऊ साइबर सुरक्षा व्यवस्था खड़ी करना समय की आवश्यकता है, उन्होंने कहा।

Launch of ‘Ring the Bell for Security’ Campaign

 

Mumbai, Sept. 25 – With the rapid rise of Digital India and digital transactions, Maharashtra has emerged as a model state for digitally progressive nations across the globe. The state has taken a lead in establishing a strong cyber security control system, said Information Technology and Cultural Affairs Minister Adv. Ashish Shelar.

 

To promote digital safety and ensure secure cyber transactions for all, the ‘Ring the Bell for Security’ campaign, organized by the Data Security Council of India, was inaugurated today at the Bombay Stock Exchange (BSE) by Minister Adv. Ashish Shelar.

 

Speaking on the occasion, Minister Shelar highlighted that along with the initiatives of the Maharashtra Cyber Department launched in 2016, the state has also introduced the ‘Golden Data Project’. Under this project, data of 12 crore verified citizens has been recorded, eliminating the need for multiple passwords or certifications for every transaction. This initiative will serve as a major boost to cyber security in the state.

 

He further emphasized that cyber security awareness must not remain confined to urban areas but should also reach citizens in rural and semi-urban regions. Collaboration among industry, educational institutions, and government is crucial in this effort. "This is the right time to build a digital resilience system—industry must invest, academic institutions must design relevant curricula, the government must establish robust mechanisms, and citizens must remain vigilant," Shelar said.

 

Stressing the gravity of the issue, he added that cyber security today is as crucial as border security, especially in the age of digital transactions, e-governance, and artificial intelligence. India currently has over 70 crore internet users and 120 crore mobile subscribers. Alarmingly, cybercrimes in the last five years have risen by 400%. On average, 702 cyber threats are reported every minute in the country, while 12 new cyber attacks occur every second. Hence, building a strong and sustainable cyber security infrastructure is the need of the hour, he stated.

एआयच्या युगात डेटा सर्वात मौल्यवान ठरत आहे. त्यामुळे प्रत्येकाने आपला डेटा सुरक्षित ठेवणे आवश्यक आहे. अति-सामायिकरण टाळणे, समाज माध्यमांवर जास्त माहिती न टाकणे, तसेच 'जिओस्पाय'सारख्या अल्गोरिदमपासून सावध राहणे गरजेचे असल्याचे प्रधान सचिव तथा महासंचालक ब्रिजेश सिंह यांनी सांगितले.

 आजच्या काळात सीमारेषांवरील सुरक्षा जितकी महत्त्वाची आहे, तितकीच डिजिटल व्यवहार, ई-गव्हर्नन्स आणि कृत्रिम बुद्धिमत्ता युगातील सायबर सुरक्षा महत्त्वाची ठरली आहे. भारतात ७० कोटींहून अधिक इंटरनेट वापरकर्ते असून १२० कोटी मोबाईलधारक आहेत. गेल्या पाच वर्षात सायबर गुन्ह्यांमध्ये तब्बल ४०० टक्के वाढ झाली आहे, ही गंभीर बाब आहे. आपल्या देशात दर मिनिटाला सरासरी ७०२ सायबर धोक्यांची नोंद होत असून, प्रत्येक सेकंदाला १२ नवीन सायबर हल्ल्यांचा धोका समोर येतो. त्यामुळे नागरिकांच्या संरक्षणासाठी सक्षम व टिकाऊ सायबर सुरक्षा व्यवस्था उभारणे ही काळाची गरज असल्याचे मंत्री ॲड. शेलार यांनी सांगितले.

डिजिटल सुरक्षिततेला प्रोत्साहन देण्यासाठी व सर्वांसाठी सुरक्षित सायबर व्यवहार निर्माण करण्यासाठी डेटा सिक्युरिटी कौन्सिल ऑफ इंडियामार्फत आयोजित 'रिंग द बेल फॉर सिक्युरिटी’ या मोहिमेचे उद्घाटन सांस्कृतिक कार्य व माहिती तंत्रज्ञान मंत्री ॲड.आशिष शेलार यांच्या हस्ते बॉम्बे स्टॉक एक्सचेंज (BSE) येथे आज करण्यात आले.

यावेळी मंत्री ॲड.शेलार म्हणाले की, २०१६ मध्ये सुरू केलेल्या महाराष्ट्र सायबर विभागाच्या प्रयत्नांबरोबरच राज्याने ‘गोल्डन डेटा प्रकल्प’ सुरू केला आहे. या प्रकल्पात १२ कोटी प्रमाणित नागरिकांची माहिती नोंदवली असून, नागरिकांना प्रत्येक व्यवहारासाठी वेगवेगळे पासवर्ड किंवा प्रमाणपत्रांची गरज भासणार नाही. हा प्रकल्प सायबर सुरक्षेसाठी एक मोठे बळ ठरणार आहे.

सायबर सुरक्षा ही केवळ शहरी भागापुरती मर्यादित नसून ग्रामीण व निम्न-शहरी भागातील नागरिकांनाही याची जाणीव करून देणे आवश्यक आहे. औद्योगिक क्षेत्र, शैक्षणिक संस्था व शासनाने मिळून यासाठी उपाययोजना करणे गरजेचे आहे. त्यामुळे डिजिटल रेजिलियन्स सिस्टीम उभारण्याची ही योग्य वेळ आहे. उद्योग क्षेत्राने गुंतवणूक करावी, शैक्षणिक संस्थांनी अभ्यासक्रम तयार करावेत आणि शासनाने सक्षम व्यवस्था उभारावी, तसेच नागरिकांनी स्वतः जागरूक होणे आवश्यक असल्याचे मत मंत्री ॲड. शेलार यांनी व्यक्त केले.
