निवडणूक अधिनियम, १९६१ मध्ये सुधारणेचा अध्यादेश काढणार

 

महाराष्ट्र जिल्हा परिषदा आणि पंचायत समित्या अधिनियम, १९६१ च्या कलम १४ (२) मध्ये सुधारणा करण्यास मंत्रिमंडळ बैठकीत मान्यता देण्यात आली. बैठकीच्या अध्यक्षस्थानी मुख्यमंत्री देवेंद्र फडणवीस होते.

राज्यातील जिल्हा परिषदा आणि पंचायत समित्यांच्या निवडणुका वेळेत  आणि कालबध्द रितीने व्हाव्यात या दृष्टीने हा निर्णय महत्वपूर्ण आहे. महाराष्ट्र जिल्हा परिषदा आणि पंचायत समित्या अधिनियमातील कलम १४ मध्ये, पोट-कलम (२) अंतर्गत उमेदवारी अर्ज स्वीकारणाऱ्या किंवा स्वीकारण्यास नकार देणाऱ्या निवडणूक अधिकाऱ्याच्या निर्णयाविरुद्ध जिल्हा न्यायालयासमोर अपील दाखल करता येत होते. मात्र विविध जिल्हा न्यायालयांमध्ये वेगवेगळ्या कालावधीसाठी अशी अनेक अपीले प्रलंबित राहत असल्याने निवडणुका कालबद्धरित्या घेणे शक्य होत नसल्याने हा निर्णय घेण्यात आला. याबाबत राज्य निवडणूक आयोगाने शासनास या तरतुदी वगळण्याबाबतचा प्रस्ताव शासनास पाठविला आहे.

त्या अनुषंगाने राज्य शासनास अशा निवडणुकांबाबत नियम करता येतील, तसेच उमेदवारी अर्ज स्वीकारणाऱ्या किंवा स्वीकारण्यास नकार देणाऱ्या निवडणूक निर्णय अधिकाऱ्याचा निर्णय अंतिम असेल, अशी कलमे यात समाविष्ट करण्यात आली आहे. याबाबत महाराष्ट्र जिल्हा परिषदा व पंचायत समित्या (सुधारणा) अध्यादेश, २०२५ काढण्यास बैठकीत मंजूरी देण्यात आली.

मुंबई, दिनांक 17: डच विदेश मंत्री डेविड वील ने मुख्यमंत्री  देवेंद्र फडणवीस से शिष्टाचार भेंट की। यह भेंट मुख्यमंत्री के आधिकारिक निवास ‘वर्षा’ में संपन्न हुई। इस अवसर पर उद्योग विभाग के सचिव पी. अंबलगन, सचिव एवं राजशिष्टाचार विभाग के प्रमुख डॉ. राजेश गवांदे, मुख्यमंत्री के निवेश एवं नीति विषयक सलाहकार कौस्तुभ धवसे तथा महाराष्ट्र सागरी मंडल के मुख्य कार्यकारी अधिकारी प्रदीप पी. उपस्थित थे।

 

डच शिष्टमंडल में राजदूत मारिसा जेरार्ड्स तथा वाणिज्य दूतावास के कौंसल जनरल नबील तौआती उपस्थित थे।

 

इस भेंट के दौरान महाराष्ट्र में विभिन्न क्षेत्रों में उपलब्ध अवसरों पर चर्चा की गई। साथ ही व्यापार, अर्थव्यवस्था, आधारभूत संरचना और औद्योगिक विकास से जुड़े विषयों पर भी विचार-विमर्श हुआ।

 

मुख्यमंत्री फडणवीस ने कहा कि राज्य सरकार अंतरराष्ट्रीय स्तर की तकनीकों के उपयोग को प्रोत्साहन दे रही है। उन्होंने कहा कि नीदरलैंड्स की सहभागिता से मत्स्य व्यवसाय जैसे कई क्षेत्रों का विकास किया जा सकता है।

 

डच विदेश मंत्री डेविड वील ने प्रणालियों और सामग्री, उन्नत मशीनरी, इलेक्ट्रॉनिक्स तथा सामग्री के क्षेत्र में उच्च-प्रौद्योगिकी और नवोन्मेषी उपक्रमों के अनुसंधान एवं विकास में नीदरलैंड्स के योगदान की जानकारी दी।

Mumbai, Date 17 December :- Dutch Foreign Minister David Weel met Chief Minister Devendra Fadnavis.

 

 'Varsha' CM's official residence in the meeting Secretary of the Industries Department and FDI P. Anbalgan, Secretary and Chief of Protocol  dr.Rajesh Gawande, Investment and Policy Advisor Advisor to the Chief Minister Kaustubh Dhawse, CEO Maharashtra Maritime board Pradeep P. Were present.

 

Ambassador  Morrissa Gerards, Consulate General  Nabil Taouati were present from Dutch side.

 

Both sides discussed the opportunities available in various sectors in Maharashtra. Inter alia, trade, economy, infrastructure and, industrial devlopment.

 

Chief Minister Fadnavis said that the government is supporting the use of international standard technology and through participation of the Netherlands several sectors like fisheries can be developed.

 

Foreign Minister David Weel spoke about the Dutch contribution to research and development of high-tech and innovative initiatives in systems and materials, advanced machinery, electronics and materials.

मुख्यमंत्री देवेंद्र फडणवीस की अध्यक्षता में हुई मंत्रिमंडल बैठक में गड–किलों की तर्ज पर राज्य संरक्षित स्मारकों के स्थलों पर अतिक्रमण रोकने के लिए सांस्कृतिक कार्य मंत्री की अध्यक्षता में समिति गठित करने का निर्णय लिया गया।

 

इस निर्णय के अनुसार सांस्कृतिक कार्य विभाग के 20 जनवरी 2025 के पूर्ववर्ती शासन निर्णय में गड–किलों पर अतिक्रमण हटाने संबंधी प्रावधानों का दायरा बढ़ाया गया है तथा अब इसमें राज्य संरक्षित स्मारकों को भी शामिल किया गया है।

राज्य के सभी गड–किलों तथा राज्य संरक्षित स्मारकों पर हुए अतिक्रमण हटाने और भविष्य में अतिक्रमण रोकने के लिए राज्य स्तरीय समिति के गठन को मंत्रिमंडल ने स्वीकृति दी है। इस समिति के अध्यक्ष सांस्कृतिक कार्य मंत्री होंगे। समिति में राजस्व मंत्री, ग्रामीण विकास मंत्री, पर्यटन मंत्री, सार्वजनिक बांधकाम मंत्री, वन मंत्री, बंदरगाह एवं विकास मंत्री तथा संबंधित विभागों के सचिव, प्रधान सचिव या अपर मुख्य सचिव सदस्य होंगे।

राज्य स्तरीय समिति में चार आमंत्रित सदस्यों को शामिल करने तथा प्रत्येक जिले में गठित की जाने वाली जिला स्तरीय समिति में चार अशासकीय सदस्यों को शामिल करने की भी मंत्रिमंडल ने मंजूरी दी है। ये अशासकीय सदस्य गड–किलों और राज्य संरक्षित स्मारकों के अध्येता हों अथवा संरक्षण एवं संवर्धन के क्षेत्र में कार्यरत व्यक्ति, संस्था या स्वयंसेवी संगठन हों—ऐसी शर्त निर्धारित की गई है।

जिले के गड–किलों और राज्य संरक्षित स्मारकों पर अतिक्रमण रोकने तथा उन्हें हटाने की कार्रवाई संबंधित भूमि के स्वामित्व वाले विभाग के समन्वय से संबंधित जिलाधिकारी द्वारा की जाएगी। इसके लिए होने वाला व्यय जिला नियोजन एवं विकास निधि से किया जा सकेगा।

Committee to Prevent Encroachments at State-Protected Monuments, Similar to Forts

The Cabinet meeting, chaired by Chief Minister Devendra Fadnavis, approved the decision to constitute a committee under the chairmanship of the Minister for Cultural Affairs to prevent encroachments at state-protected monuments, on the lines of measures taken for forts.

As per this decision, the scope of provisions in the earlier Government Resolution of the Department of Cultural Affairs dated January 20, 2025, relating to removal of encroachments on forts, has been expanded to include state-protected monuments as well.

The Cabinet has approved the formation of a State-level Committee to remove existing encroachments on all forts and state-protected monuments in the state and to prevent future encroachments. The Minister for Cultural Affairs will be the Chairperson of the committee. Members will include the Ministers for Revenue, Rural Development, Tourism, Public Works, Forests, Ports and Development, along with the Secretaries, Principal Secretaries, or Additional Chief Secretaries of the concerned departments.

The Cabinet has also approved the inclusion of four invitee members in the State-level Committee, and four non-government members in each District-level Committee to be constituted. These non-government members must be experts on forts and state-protected monuments, or individuals, institutions, or voluntary organizations actively working in the field of conservation and preservation.

At the district level, action to prevent and remove encroachments on forts and state-protected monuments will be undertaken by the concerned District Collectors, in coordination with the departments owning the respective lands. Expenditure for this purpose may be met from the District Planning and Development Fund.

The Cabinet meeting, chaired by Chief Minister Devendra Fadnavis, approved an amendment to Section 14(2) of the Maharashtra Zilla Parishads and Panchayat Samitis Act, 1961.

This decision is important to ensure that elections to Zilla Parishads and Panchayat Samitis in the state are conducted on time and in a time-bound manner. Under sub-section (2) of Section 14 of the Act, an appeal could earlier be filed before the District Court against the decision of the Election Officer accepting or rejecting a nomination form. However, as a large number of such appeals remained pending in various District Courts for different durations, it became difficult to conduct elections within the prescribed timeframe.

In view of this, the State Election Commission had submitted a proposal to the government to delete this provision. बाबासाहेब के समानता के संदेश और शिक्षा के महत्व को विश्वभर के युवाओं तक

 मुख्यमंत्री देवेंद्र फडणवीस ने कहा कि बाबासाहेब के समानता के संदेश और शिक्षा के महत्व को विश्वभर के युवाओं तक पहुचाने का यह राज्य और केंद्र सरकार का संयुक्त प्रयास है। उन्होंने यह भी कहा कि छत्रपति शिवाजी महाराज से जुड़े देश के 12 किले—जिसमें 11 किले महाराष्ट्र में और एक तमिलनाडु में है—का यूनेस्को की विश्व धरोहर सूची में शामिल होना राज्य के लिए अत्यंत गौरव की बात है। इस नामांकन का समारोह छत्रपति शिवाजी महाराज की जयंती पर शिवनेरी किले में भव्य रूप से आयोजित करने का शासन का मानस है।

राज्य सरकार छत्रपति शिवाजी महाराज की समृद्ध विरासत के संरक्षण और संवर्धन के लिए प्रतिबद्ध है। शिवनेरी में उनकी जयंती पर भव्य आयोजन के माध्यम से उनका इतिहास आने वाली पीढ़ियों तक पहुचाया जाएगा। छत्रपति शिवाजी महाराज की राजमुद्रा अर्थात “लोककल्याण के लिए ही राज्य”—इस विचार के साथ सुशासन के संदेश को जोड़ने का प्रयास किया जाना चाहिए। साथ ही, दीपावली को अमूर्त सांस्कृतिक विरासत के रूप में शामिल करते समय केवल दिखावे के बजाय उसके पीछे निहित मूल्यों पर ध्यान देकर सुशासन की अवधारणा को आगे बढ़ाने की आवश्यकता है।

किलों और विरासत आधारित विकास से 50 हजार से अधिक रोजगार सृजित होंगे और लगभग एक हजार करोड़ रुपये की अर्थव्यवस्था को गति मिलेगी। इस संबंध में सांस्कृतिक कार्य विभाग द्वारा प्रस्तुत प्रस्तावों पर इस अवसर पर चर्चा की गई।

मुख्यमंत्री कार्यालय की अपर मुख्य सचिव अश्विनी भिड़े, सांस्कृतिक कार्य विभाग के सचिव किरण कुलकर्णी तथा राज्य पुरातत्त्व विभाग के निदेशक डॉ. तेजस गारगे इस अवसर पर उपस्थित थे। मुख्यमंत्री कार्यालय के वरिष्ठ अधिकारियों तथा सांस्कृतिक और पुरातत्त्व विभाग के अधिकारियों के साथ भी राजदूत शर्मा ने चर्चा की। राजदूत शर्मा चैत्यभूमि जाकर भारत रत्न डॉ. बाबासाहेब आंबेडकर को श्रद्धांजलि भी अर्पित करेंगे।
