Universal Identity Card mandatory for Persons with Disabilities for Recruitment

Universal Identity Card mandatory for Persons with Disabilities for Recruitment

Mumbai, Date: October 13:- According to the Rights of Persons with Disabilities Act, 2016, for various recruitments in all government, semi-government, and other institutions in the state, an Universal Identity card is mandatory for candidates with disabilities (Divyang candidates). A government resolution (GR) in this connection has been issued by the Persons with Disabilities (PwDs) Welfare Department.

While applying for recruitment in various government, semi-government, and other authorities and institutions, it is mandatory to record the universal identity card number of the person with a disability for the posts reserved for them, along with a certified copy of the certificate. All ministerial departments and institutions under their administrative control, heads of departments, office heads, and autonomous institutions have been instructed to take action regarding officers and employees serving under reservation for persons with disabilities in their subordinate establishments.

All PwDs officers and employees who are availing appointments, promotions, and other government schemes or concessions under the PwDs (Divyang) reservation should be checked to ensure that they have submitted their disability certificate or universal identity card, and their disability should be verified. Those disabled officers and employees who have not submitted their disability certificate or universal identity card should be subjected to verification. If the disability percentage of any officer or employee is found to be less than the benchmark (40%), or if any officer or employee in government service is found to possess a false or bogus disability certificate/universal identity card, action shall be taken against them in accordance with Section 91 of the Rights of Persons with Disabilities Act, 2016. Disciplinary action shall also be initiated, and any benefits wrongly availed by them shall be recovered.

Further, if the administrative department, appointing authority, or establishment officer has any doubt regarding the disability of an officer and employee, the appointing authority will have full rights to verify the disability and the disability certificate of such officers and employees.
