Study Group Formed for Comprehensive Development Control Regulations
for Hilltop-Hillslope and BDP Areas
Pune, April 10 : The State Government has constituted a study group to draft a unified and environmentally sustainable Development Control Regulation (DCR) for the ecologically sensitive areas of Hilltop-Hillslope zones and Biodiversity Parks (BDP) as part of the Development Plans of the Pune Municipal Corporation (PMC) and Pune Metropolitan Region Development Authority (PMRDA). This significant initiative has been undertaken at the behest of Minister of State for Urban Development, Madhuri Misal.
The Hilltop-Hillslope zone and BDP reservation have been proposed in the Development Plans of PMC and PMRDA. Taking cognizance of the importance of these zones, Minister Misal had issued directions for prompt decision-making on the matter. Consequently, a study group has been formed under the chairmanship of retired IAS officer Ramanath Jha to formulate an integrated and inclusive regulatory framework.
The study group includes the Pune Municipal Commissioner, PMRDA Commissioner, Joint Director (Town Planning), City Engineer, and Deputy Director (Town Planning – Urban Research Cell).
The key responsibilities of this committee include:
- Analyzing objections and suggestions received
- Recommending solutions
- Evaluating implementation of land use zones/reservations
- Studying recommendations of the Environmental Committee
- Proposing strategic recommendations for zoning/reservation
- Assessing the current status of government and private lands
- Preparing a development roadmap
- Providing guidance to the government on unauthorized developments
- Studying relevant court judgments and submitting appropriate recommendations
The committee is expected to submit its report to the government within one month.
