The Maharashtra–Starlink collaboration supports the state’s flagship Digital Maharashtra mission and integrates with its EV, Coastal Development, and Disaster Resilience programs.

 

The pilot phase will focus on:

 

            •           Connecting government and tribal schools, Aaple Sarkar centers, and PHCs

 

            •           Enhancing disaster response communications and coastal surveillance

 

            •           Supporting education and healthcare delivery through high-speed satellite connectivity

 

            •           Building local capacity and training programs for state agencies and communities

 

Once the pilot concludes, the initiative will scale across the state, positioning Maharashtra as a national leader in satellite-enabled digital infrastructure

The initiative also aims to power connectivity along key infrastructure

 The initiative also aims to power connectivity along key infrastructure corridors such as the Samruddhi Mahamarg, Ferries and coastal vehicles and ports, and coastal police networks, in addition to providing smart connectivity for education and telemedicine.

 

A joint working group will oversee the 90-day pilot rollout, with specific milestones at 30, 60, and 90 days. The pilot will be reviewed quarterly under the Chairmanship of the Chief Minister.

To Deliver Satellite-Based Internet Connectivity Across Remote and Underserved Regions

 

 

Mumbai, November 5, 2025 : In a pioneering step toward inclusive digital transformation, the Government of Maharashtra today signed a Letter of Intent (LOI) with Starlink Satellite Communications Private Limited, marking Maharashtra as the first Indian state to formally collaborate with Starlink to deploy satellite-based internet services for government institutions, rural communities, and critical public infrastructure. This is subject to Starlink’s regulatory and compliance clearances from the Government of India

 

The LOI was signed by Lauren Dreyer, Vice President, Starlink, and Shri Virendra Singh, IAS, Secretary, Department of Information Technology, Government of Maharashtra, in the presence of Hon’ble Chief Minister Devendra Fadnavis.

 

Under this strategic collaboration, this cutting edge technology will enable the Government of Maharashtra and Starlink to work together to connect remote and underserved regions of the state, including tribal schools, primary health centres, disaster control rooms, forest outposts, coastal zones, and aspirational districts such as Gadchiroli, Nandurbar, Dharashiv, and Washim.

 या उपक्रमाचा उद्देश राज्यातील महत्त्वाच्या पायाभूत सुविधा मार्गांवरही (जसे की समृद्धी महामार्ग, फेरी सेवा, बंदरे, किनारी पोलीस नेटवर्क) उपग्रहाधारित कनेक्टिव्हिटी उपलब्ध करून देणे आहे. तसेच शिक्षण आणि टेलिमेडिसिन क्षेत्रातही स्मार्ट कनेक्टिव्हिटीचा लाभ देण्याची योजना आहे.

या उपक्रमासाठी एक संयुक्त कार्यगट स्थापन करण्यात येणार आहे. या कार्यगटाद्वारे 90 दिवसांचा प्रायोगिक टप्पा अंतर्गत तीन टप्प्यांमध्ये 30, 60 आणि 90 दिवस यानुसार पूर्ण केला जाईल. या प्रगतीचा आढावा दर तिमाहीला मुख्यमंत्री यांच्या अध्यक्षतेखाली घेतला जाणार आहे.

या धोरणात्मक भागीदारीअंतर्गत अत्याधुनिक तंत्रज्ञानाच्या साहाय्याने महाराष्ट्र शासन आणि स्टारलिंक मिळून राज्यातील दुर्गम व अल्पसेवित भागांना जोडण्यासाठी कार्य करतील. यात आदिवासी शाळा, प्राथमिक आरोग्य केंद्रे, आपत्ती नियंत्रण कक्ष, वन चौक्या, किनारी क्षेत्रे, तसेच गडचिरोली, नंदुरबार, धाराशिव आणि वाशिम या जिल्ह्यांचा समावेश आहे.
