The Maharashtra Cabinet today approved a proposal to remove the reservation of a playground on a plot of land in Pachora (Dist. Jalgaon) and instead designate it for residential use. The meeting was chaired by Chief Minister Devendra Fadnavis.

The proposal pertains to Reservation No. 49 – "Playground" – under Survey No. 44/1 in the development plan of Pachora Municipal Council. The municipal council had submitted the proposal to the government on April 5, 2021.

According to a report from the Town Planning Department, the area currently reserved for playgrounds in this ward is adequate, even after removing this specific reservation. Additionally, more than 13 hectares of land in adjacent Ward 1 is already reserved for sports activities. Taking these facts into account, the Cabinet approved the modification to convert the land into a residential zone.

Nagpur Weavers' Cooperative Spinning Mill

The government has taken a significant humanitarian decision regarding the long-pending demands of workers of the closed Nagpur Weavers' Cooperative Spinning Mill. In today’s Cabinet meeting, approval was given to disburse an ex-gratia grant of ₹50 crore to 1,124 workers from the funds received through the sale of the spinning mill’s land. The meeting was chaired by Chief Minister Devendra Fadnavis.

Due to the closure of the spinning mill, the workers have faced numerous hardships. To aid them, a decision to provide a special ex-gratia grant from the proceeds of land sale was taken in a meeting held on July 9, 2024, under the chairmanship of the Deputy Chief Minister.

     Based on that decision, today’s proposal was placed and approved. The spinning mill’s 20.20 acres of land has been sold to MHADA at the ready reckoner rate, and the grant funds will be raised from that amount. The distribution of this fund will be carried out through the Directorate of Textiles, Nagpur.

Lease period increased to 98 years in two phases of 49 years each instead of 60 years

The revised policy for commercial utilization of surplus land owned by Maharashtra State Road Transport Corporation (MSRTC) was approved in today’s Cabinet meeting. According to the new policy, the lease period for MSRTC land will now be 98 years in two stages of 49 years each, instead of the earlier 60 years. The meeting was chaired by Chief Minister Devendra Fadnavis.

This extension in lease period is expected to boost the development of proposed projects of the Corporation. It will help provide better facilities to commuters and various stakeholders at bus stations, depots, and in metropolitan and other urban areas.

Previously in 2001, the lease period for commercial use of surplus MSRTC land was fixed at 30 years. Accordingly, till 2016, the Corporation had implemented 45 projects across the state under the Build-Operate-Transfer (BOT) model. Under the same policy, modern bus terminals were proposed at 13 locations in the state, but the response was limited. Only the projects at Panvel and Chhatrapati Sambhajinagar received a favorable response.

Hence, a new policy was framed in 2024. In that policy, the lease period was increased from 30 years to 60 years. During the drafting of this policy, a committee of experts pointed out that lease periods of various other corporations and authorities were 99 years. It was observed that increasing the lease period improves the viability of projects and also results in MSRTC receiving 1.5 to 2 times higher upfront premium.

Accordingly, the MSRTC Board of Directors approved increasing the lease period from 60 years to 99 years for implementing PPP projects on various lands under its control. Based on this, the Cabinet has now approved that the lease period for commercial use of MSRTC land be made 49 years + 49 years = total 98 years instead of 60 years. Renewal of the lease shall be done as per existing policies and regulations.

The Cabinet today approved a policy for the distribution of government or Nazul lands that are narrow, irregularly shaped, unsuitable for independent construction, inaccessible, or landlocked. The meeting was chaired by Chief Minister Devendra Fadnavis.

It has been decided that such land parcels will be allotted only to adjacent landholders based on their existing landholding rights. Due to this, leftover lands such as narrow lanes behind houses, conservancy lanes, or unused land will officially be transferred to the eligible adjoining landowners.

This policy is clarified under the Government Resolution dated 9 October 2024 by the Revenue and Forest Department and will be implemented under Rule 37A newly introduced in the Maharashtra Land Revenue (Disposal of Government Land) Rules, 1971.

What types of land are included?
The new decision includes the following categories:

·         Small or narrow plots unsuitable for construction.

·         Plots with irregular or unusable shapes.

·         Land without convenient access.

·         Government or Nazul lands that are landlocked from all sides.

What are the conditions for allotment?

1.      If there is only one adjacent landholder:

o    If the land is held on leasehold, the new land will be given on lease at the same rate.

o    If held as Class-2 (occupancy rights), the land will be sold at prevailing market rates.

o    If held as Class-1 (ownership), the land will be given at market value + 25% premium (i.e. 125% of market value).

2.      If more than one adjacent landholder requests the land:

o    Written consent of all adjacent holders is required to allot land to one person.

o    If consent is not reached, the land will be auctioned and allotted to the highest bidder.

o    If a Class-1 holder participates in the auction, land will be allotted at either the auction price or 125% of market value – whichever is higher.

Key terms and criteria:

·         This policy is applicable only in Municipal Corporations and Municipal Council areas.

·         In Mumbai, District Collectors must obtain prior government approval.

·         The area of the plot should not exceed 10% of the main plot area.

·         The FSI (Floor Space Index) of the plot must not have been used elsewhere.

·         Clarity must be ensured regarding underground/overhead telecom cables, power lines, etc.

·         Development of the land must be in accordance with local authority’s development rules.

Why is it important?

This decision will allow official regularization of neglected, unused, or encroached government lands, reducing legal disputes and unauthorized occupation. It will also lead to more systematic and planned urban development.

Maharashtra Samruddhi Mahamarg via Freight Corridor

104.898 km High-Speed Expressway to save distance, time, and fuel

 

Vadhavan Port (Tawa) in Palghar district and Hindu HridaySamrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg will be connected through a high-speed expressway freight corridor at Bharvir (Taluka Chandwad, District Nashik). This 104.898-kilometre-long high-speed expressway received approval in today’s Cabinet meeting chaired by Chief Minister Devendra Fadnavis.

The project will be undertaken through the Maharashtra State Road Development Corporation (MSRDC). A loan of ₹1,500 crore will be raised from HUDCO for the project. Along with this loan, the Cabinet also approved a total provision of ₹2,528.90 crore. The project will be completed within three years.

The Vadhavan transshipment port is being developed through Vadhavan Port Project Limited. To ensure that international cargo movement through this port reaches all parts of the country swiftly and economically via sea, it is proposed to connect this port to the Hindu HridaySamrat Balasaheb Thackeray Maharashtra Samruddhi Mahamarg. Under the Sagarmala project of the central government, the National Highways Authority of India (NHAI) is currently working on a 32 km road between Vadhavan Port and Tawa (NH-48).

Currently, access from Samruddhi Mahamarg to Vadhavan Port requires travel via Bharvir-Amne (Samruddhi Mahamarg) and then onto the Vadodara-Mumbai Expressway, which results in an unnecessary additional travel distance of nearly 82 km. Considering the anticipated heavy traffic from Vadhavan Port in the future, construction of such an expressway is essential to benefit traffic movement from Vidarbha, Marathwada, and North Maharashtra.

This expressway will pass through Dahanu, Vikramgad, Jawhar, and Mokhada talukas in Palghar district, and Trimbakeshwar and Igatpuri in Nashik district. Due to this expressway, the current distance of 183.48 km between Tawa and Bharvir via the Vadodara-Mumbai Expressway will reduce to 104.898 km, saving 78.582 km of travel distance. The travel time from Vadhavan Port to Bharvir will reduce from 4–5 hours to approximately 1 to 1.5 hours, leading to significant time savings.

With enhanced connectivity, small, medium, and heavy industriesagriculture institutionseducational institutesIT companies, and agri-business centres in Palghar and Nashik districts will benefit. This will also provide better employment opportunities and market access to local residents.

The Maharashtra Startup, Entrepreneurship and Innovation Policy 2025 was approved in the Cabinet meeting chaired by Chief Minister Devendra Fadnavis. The policy aims to create 1.25 lakh entrepreneurs and facilitate the launch of 50,000 startups over the next five years. This is expected to make Maharashtra the leading state in terms of the number of startups and unicorns, while also establishing the state’s identity globally in innovation and job creation.


Special incentives will be provided for startups in urban and rural areas, and those led by women and youth.


As of May 31, 2025, Maharashtra had the highest number of startups in India with 29,147 registered startups, accounting for 18% of all Indian startups. To support these enterprises, a new, time-relevant policy has been formulated to develop a robust ecosystem for innovation, entrepreneurship, and investment.


A key highlight of the policy is the Chief Minister’s “Maha-Fund”, with a corpus of ₹500 crore, aimed at providing guidance, incubation, and financial support to 25,000 early-stage entrepreneurs.


To support infrastructure needs, micro-incubators will be established in ITIs, polytechnics, and educational institutes across the state. Regional Innovation and Entrepreneurship Hubs will be set up in each administrative division focusing on areas such as AI, Deep Tech, FinTech, MedTech, Cybersecurity, and Sustainability.


A 300-acre Maharashtra Innovation City will be developed to bring together startups, corporates, academic institutions, and the government. This city will become a central hub for research and innovation.


Under the Maharashtra Startup Week, selected startups will be able to work directly with government departments and may receive pilot work orders worth up to ₹25 lakh. Financial assistance will also be provided for patent registration, product certification, and participation in domestic and international expos. A special mechanism will also be created to offer loan support to startups that secure work orders from public institutions and credible buyers.


Every state department will be mandated to allocate 0.5% of their annual budget for promoting innovation and entrepreneurship. All policy initiatives will be implemented through the Maharashtra State Innovation Society (MSInS).


The policy has been framed with the active participation of citizens, startups, educational institutions, incubators, investors, and domain experts. Based on their feedback, the policy includes components like regional incubation support, simplified incentive processes, digital literacy, and entrepreneurial skill development.


The Department of Skill Development, Employment, Entrepreneurship, and Innovation has been designated as the nodal department for the policy. Implementation of the policy will be carried out by MSInS, which will receive annual funding for this purpose. Additionally, all departments will be required to contribute 0.5% of their funds towards the promotion of innovation and entrepreneurship.


The Maharashtra State Innovation Society, established in 2017, will be strengthened for the effective implementation of the new policy. The Society will include a General Body, chaired by the Chief Minister, and a Governing Council for implementing decisions. Members of the General Body will include secretaries/principal secretaries from departments like Industry, Planning, Finance, Agriculture, Public Health, Medical Education, IT, Urban Development, Environment, Transport, School Education, Higher & Technical Education, among others. Industry associations, entrepreneurs, and experts will also be part of the governing structure.


The policy prioritizes high-potential sectors including Artificial Intelligence, FinTech, AgriTech, MedTech, Semiconductors, Cybersecurity, Biotech, SpaceTech, Blockchain, Quantum Computing, Smart Infrastructure, Mobility, and Deep Tech.

300 च्या वर रिडींग गेल्यास दर तिप्पट 9.95 रुपये प्रति युनिट आहे.


500 च्या वर रिडींग गेल्यास चौपट 11.31 रुपये प्रति युनिट आहे.
