पहले चरण में मिलेगा बारह सौ करोड़ का कर्ज

 

             मुंबई, दिनांक: फरवरी 12:- एशियाई विकास बैंक ने लंबे समय से प्रलंबित चार हजार करोड़ रुपये के कर्ज को मंजूरी दे दी है। इससे राज्य के सरकारी अस्पतालों और चिकित्सा महाविद्यालयों (मेडिकल कॉलेजों) का कायापलट किया जाएगा।

            पहले चरण में 1200 करोड़ रुपये की सैद्धांतिक रूप से मंजूरी दी गई है, इससे आकांक्षी जिलों में आधुनिक और गुणवत्तापूर्ण जिला अस्पताल स्थापित करने का निर्देश मुख्यमंत्री एकनाथ शिंदे ने दिया है। आज सह्याद्री गेस्ट हाउस में आयोजित एक बैठक में मुख्यमंत्री ने यह निर्देश दिए हैं। इस बैठक की शुरुआत में मुख्यमंत्री ने धाराशिव जिले में सभी सुविधाओं से लैस 500 बेड (बिस्तरों) का एक अत्याधुनिक जिला अस्पताल स्थापित करने के लिए तत्काल कार्यवाही करने के भी निर्देश दिए हैं।

            इस बैठक में राज्य के स्वास्थ्य मंत्री तानाजी सावंत और एशियाई विकास बैंक के अधिकारियों ने वीडियो कॉन्फ्रेंसिंग (वीसी) के माध्यम से हिस्सा लिया था। एशियाई विकास बैंक द्वारा दिए गए निर्देशों के अनुसार राज्य सरकार ने प्रशासनिक सुधार किया है, इसके कारण ही इस प्रलंबित कर्ज को मंजूरी देने की बात शुरुआत में मित्रा संस्था के मुख्य कार्यकारी अधिकारी प्रवीण परदेशी ने कही है।

             एशियाई विकास बैंक के इस कर्ज के माध्यम से राज्य में चिकित्सा शिक्षा और टर्सरी केयर (तृतीयक सेवा केंद्र) को मजबूत किया जाएगा। मुख्यमंत्री श्री शिंदे  भी पहले ही कह चुके हैं कि उनका लक्ष्य स्वास्थ्य व्यवस्थाओं में आमूल-चूल परिवर्तन लाना है।

सुधार के कारण ही कर्ज मंजूर करने का मार्ग हुआ प्रशस्त

             एशियाई विकास बैंक ने इतने बड़े कर्ज को मंजूरी देने से पहले सात प्रशासनिक और शैक्षणिक सुधारों की सिफारिश की थी। इस बाबत मौजूदा राज्य सरकार ने तेजी से कदम उठाए, जिसके कारण कर्ज को मंजूरी मिलना संभव हो सका, यह बातें बैंक के टीम लीडर डॉ. निशांत जैन ने कही हैं। इसमें सेंटर ऑफ एक्सलेंस, डिजिटल मेडिकल एजुकेशन और हेल्थ पॉलिसी, ई-हॉस्पिटल, चिकित्सा अधिकारियों और कर्मचारियों को प्रोत्साहन, संपत्ति योजना, प्रबंधन और स्थिरता नीति, उम्मीदवार भर्ती कक्ष, दवा खरीद अधिकारों का विकेंद्रीकरण जैसे सुधारों को सरकार ने किया है।

धाराशिव में सभी सुविधाओं से लैस अस्पताल की जाए स्थापना

            बैंक की ओर से प्रोजेक्ट से जुड़े निर्माण, रणनीतिक पहलुओं के लिए 150 मिलियन डॉलर यानी 1200 करोड़ रुपये परियोजना से संबंधित निर्माण कामों और नीतिगत विषयों के लिए बैंक की ओर से दिया जाएगा। इसके अलावा 350 डॉलर यानी 2800 करोड़ रुपए निर्माण काम और यंत्र सामग्री (मशीनरी) के लिए मुहैया कराए जाएंगे। वर्तमान में अलीबाग में निर्माण काम के लिए टेंडर प्रक्रिया पूरी हो चुकी है। इसके अलावा सिंधुदुर्ग और कोल्हापुर के लिए टेंडर प्रक्रिया चल रही है।

             आज एशियाई विकास बैंक ने 1200 करोड़ रुपये की सैद्धांतिक मंजूरी दे दी है। धाराशिव एक आकांक्षी जिला होने के कारण यहां पर 500 बेड्स की सभी सुविधाओं से लैस अस्पताल बनाने के लिए टेंडर प्रक्रिया तत्काल लागू कर कार्यवाही की जाए, ऐसा निर्देश मुख्यमंत्री श्री शिंदे ने इस बैठक के दौरान दिया है। परभणी में एक जिला अस्पताल बनाने का भी विचार किया जा रहा है।

            धाराशिव में जिला अस्पताल स्थापित करने के लिए मुख्यमंत्री ने जिला अधिकारी को तत्काल जमीन उपलब्ध कराने के भी निर्देश दिये हैं।

Twelve hundred crores loan will be available in the first phase

      Mumbai, 12th: The long-pending Rs 4,000 crore loan from the Asian Development Bank has been sanctioned, marking a significant step towards the transformation of government hospitals and medical colleges in the state. In the first phase, an approval of 1200 crores has been granted. In a meeting at the Sahyadri guest house today, Chief Minister Eknath Shinde directed the establishment of modern and quality district hospitals in various districts. He also issued immediate directives to set up a well-equipped 500-bed district hospital with comprehensive facilities in Dharashiv district.

      Health Minister Tanaji Sawant and officials from the Asian Development Bank attended meeting via video conference. The Chief Executive Officer of Mitra Sanstha, Praveen Pardeshi, highlighted that the long-pending loan was sanctioned due to the state government's adherence to administrative reforms as per the Asian Development Bank's instructions.

      This financial boost from the Asian Development Bank is poised to fortify medical education and tertiary care in the state. Chief Minister Shri. Shinde emphasized his commitment to bringing radical changes to the health system, marking a transformative phase in healthcare initiatives for the state.

Reforms Pave the Way for Loan Approval

      The Asian Development Bank's team leader, Dr. Nishant Jain, stated that before granting the substantial loan, the bank recommended seven crucial administrative and educational reforms. The state government, in response, implemented improvements such as the establishment of a Center of Excellence, Digital Medical Education and Health Policy, as well as the introduction of e-hospital. Additionally, incentives for medical officers and employees, asset management, management and sustainability policy, candidate recruitment room, and decentralization of drug procurement authority were incorporated. These comprehensive reforms have played a pivotal role in securing the approval of the loan.

A well-equipped hospital should be established at Dharashiv

      $150 million, equivalent to Rs. 1200 crores, will be allocated by the bank for construction and strategic aspects related to the project. Additionally, $350 million, i.e., Rs. 2800 crores, will be earmarked for construction and machinery. Currently, the tender process for construction in Alibaug has been completed, and the tender process for Sindhudurg and Kolhapur is underway.

      Today, the Asian Development Bank approved Rs. 1200 crores. Given Dharashiv's status as an aspirational district, Chief Minister Shri. Shinde issued instructions during the meeting to promptly implement the tender process and take immediate action to construct a well-equipped district hospital with 500 beds. Additionally, the consideration for a district hospital in Parbhani is underway.

      Chief Minister Shri. Shinde also directed the Collector to immediately allocate land for setting up a district hospital in Dharashiv.
