             मुंबई, दि. 16 अक्टूबर :- प्रमोद महाजन ग्रामीण कौशल विकास केंद्र की  संकल्पना  राज्य के युवाओं को रोजगार के अवसर मुहैया कराने और ग्रामीण भागों के विकास को बढ़ावा देने वाली है। प्रधानमंत्री नरेंद्र मोदी ने ग्रामीण भागों में युवाओं को रोजगार उपलब्ध कराने के अवसर और उन्हें आत्मनिर्भर बनाने को प्राथमिकता दी है। महाराष्ट्र की इस अभिनव संकल्पना का प्रधानमंत्री नरेंद्र मोदी के करकमलों द्वारा उद्घाटन किया जाना भी गर्व की बात है। इसलिए, इस कार्यक्रम को ज्यादा से ज्यादा लोगों तक पहुंचाने के लिए योजना बनाए, ऐसा निर्देश मुख्यमंत्री एकनाथ शिंदे ने आज यहां पर दिया है।

             प्रधानमंत्री श्री मोदी के करमकलों द्वारा गुरुवार 19 अक्टूबर 2023 को शाम 4 बजे राज्य में 511 प्रमोद महाजन ग्रामीण कौशल विकास केन्द्रों का ऑनलाइन पद्धति से उद्घाटन किया जाएगा। इस कार्यक्रम की पूर्व तैयारी को लेकर मुख्यमंत्री श्री शिंदे की अध्यक्षता में कौशल विकास मंत्री मंगलप्रभात लोढ़ा, उद्योग मंत्री उदय सामंत की उपस्थिति में राज्य के विभागीय आयुक्तों, जिला अधिकारियों और जिला परिषदों के मुख्य कार्यकारी अधिकारियों (सीईओ) के साथ ऑडियो विजुअल संचार प्रणाली  के माध्यम (ऑनलाइन) से बैठक आयोजित की गई। इस बैठक में मुख्य सचिव मनोज सौनिक, राजस्व एवं वन विभाग के अतिरिक्त मुख्य सचिव राजगपोल देवरा, नगर विकास विभाग के प्रधान सचिव डॉ. के. एच. गोविंदराज,  ग्रामीण विकास विभाग के प्रमुख सचिव एकनाथ डवले, सूचना एवं जनसंपर्क महानिदेशक जयश्री भोज और आदि उपस्थित थे। इस बैठक में कौशल विकास आयुक्त डॉ. ए. रामास्वामी ने प्रमोद महाजन ग्रामीण कौशल विकास केन्द्रों की संकल्पना और उद्घाटन समारोह की तैयारियों के बारे में जानकारी दी।

             यह उद्घाटन समारोह प्रधानमंत्री श्री. मोदी के सबसे पंसदीदा विषयों से संबंधित है, ऐसा बताते हुए मुख्यमंत्री श्री शिंदे ने कहा कि युवाओं के लिए रोजगार के अवसरों और ग्रामीण भागों के विकास को बढ़ावा देने के लिए यह एक महत्वपूर्ण कदम है। प्रधानमंत्री श्री. मोदी ने इस कार्यक्रम के लिए अपना समय देकर इस योजना को ताकत दी है। इस उद्घाटन समारोह के माध्यम से इन केंद्रों की जानकारी लोगों तक पहुंचाने का मौका मिला गया है। इस कार्यक्रम का राष्ट्रीय स्तर पर पहचान मिलने वाला है। इसलिए सभी यंत्रणा (सिस्टम) तैयार रहने चाहिए। इसमें कौशल विकास, उद्योग, राजस्व, ग्रामीण विकास के साथ-साथ महिला एवं बाल विकास विभाग भी हिस्सा लें। इस तरह से योजना बनाई जाए कि महाविद्यालय एवं विश्वविद्यालय भी इसमें भाग ले सकें। यह एक शुरुआत है और आगे चलकर इन केंद्रों की संख्या को बढ़ाया जाएगा। इसलिए पहले चरण में यह केंद्र जिन-जिन गांवों में शुरू किया जाने वाला है, उन गांवों के आस-पास के गांवों के नागरिक, जन प्रतिनिधि एवं विभिन्न घटकों को इसमें कैसे शामिल किया जा सकता है, इसकी भी योजना बनायें, ऐसा भी मुख्यमंत्री ने कहा है।

             मुख्यमंत्री ने इस कार्यक्रम की योजना के लिए जिला स्तर पर जिला अधिकारी के नेतृत्व में एक समन्वय समिति नियुक्त करने के भी निर्देश दिया है। इसके साथ ही सभी अधिकारियों को अपने-अपने परिसर के केंद्र पर उपस्थित रहकर इस उद्घाटन समारोह में शामिल हों, ऐसा भी आवाह्न  श्री. शिंदे ने किया है।

             इस अवसर पर मुख्यमंत्री ने उद्घाटन समारोह स्थल अगर मैदान है तो वहां मंडप लगाने, पीने के पानी की व्यवस्था करने, इंटरनेट की सुविधा, स्क्रीन लगाने, विद्युत की आपूर्ति सुचारु रुप करने की व्यवस्था के बारे में भी निर्देश दिये है।

             इस कौशल विकास केंद्र के उद्घाटन समारोह में ग्राम पंचायत सदस्यों से लेकर जिला परिषद के सदस्य, पंचायत समिति के सदस्य, विधायक, सांसद, आशा और आंगनबाडी सेविकाओं आदि को भी हिस्सा लेने का निर्देश दिया गया है। इस कार्यक्रम में विश्वकर्मा योजना से जुड़े लाभार्थियों और इसी तरह से बलुतेदार घटकों को भी शामिल किया जाएगा।

      Mumbai, Oct. 16: Pramod Mahajan Rural Skill Development Center is a concept that envisages giving impetus to employment generation for the youth in the state besides encouraging rural development. Prime Minister Narendra Modi has accorded priority to provide job opportunities for rural youth and to make them self-reliant. It is a matter of great honor for the state that Prime Minister Narendra Modi himself has consented to inaugurate this innovative and novel scheme of Maharashtra. We must make arrangements to take the message of this program to the maximum number of people, directed Chief Minister Eknath Shinde here today.

      Prime Minister Narendra Modi will inaugurate the 511 Pramod Mahajan Rural Skill Development Centers in the state on Thursday, October 19, 2023, at 4 p.m. online. Chief Minister Shinde was addressing a meeting held to review the preparations for this program. Skill Development Minister Mangal Prabhat Lodha and Industry Minister Uday Samant were prominently present at the meeting. All the Divisional Commissioners, district Collectors, and Zilla Parishad CEOs were connected to this meeting through the videoconferencing system. On this occasion Chief Secretary Manoj Saunik, Additional Principal Secretary of Revenue and Forest Departments Rajgopal Deora, Principal Secretary of Urban Development Department Dr. K. H. Govindraj, Principal Secretary of Rural Development Department Eknath Dawale, Director General of Information and Public Relations Department Jayashri Bhoj were present. Skill Development Commissioner Dr. A. Ramaswami presented information about the concept of the Pramod Mahajan Rural Skill Development Center and its inauguration function.

      Since this inauguration function is related to the subject dear to Prime Minister Narendra Modi it should be held with grandeur and stature, said Chief Minister Shinde and added that this is an important step forward to give an impetus to employment opportunities for the youth and development of rural areas. We have this opportunity to take the message of this scheme to maximum people through this inauguration function. This program will be such that its cognizance will be taken at the national level. Therefore, all the agencies should get ready to make this program a grand success, Shinde said. He said that we have to include the Women and Child Development department in this program along with Skill Development, Industry, Revenue, and Rural Development. Planning should be done in such a way that colleges and universities can also participate in this program. This is just the beginning and the number of centers will be increased in the future. Hence we should make efforts to seek maximum participation of people, public representatives, and other constituents of the villages, where these centers will be started in the first phase and from their surroundings, the Chief Minister said.

      The Chief Minister also directed to set up a coordination committee at the district level under the leadership of the district collector for the planning of this program. Besides, he also appealed to all the officers to remain present at their centers in their jurisdiction and participate in this function.

      Chief Minister Shinde gave instructions for making arrangements for a pandal at the inauguration venue in case it is held in the open ground, drinking water, internet facility, screen, uninterrupted electricity supply, etc. at the program venue.

      Instructions have been issued to include gram panchayat members, ZP, Panchayat Samiti members, MLAs, MPs, and AASHA and Anganwadi workers in this inauguration program of the Skill Development Centers. Besides beneficiaries of the Vishwakarma scheme and Balutedars will also be included in this program.
