            मुंबई, दि. 17: दुनिया की तीसरी सबसे बड़ी अर्थव्यवस्था की ओर भारत बढ़ रहा है। समुद्री व्यापार की इसमें प्रमुख भूमिका होगी। वैश्विक निवेशकों के लिए भारत में बंदरगाहों, जहाज निर्माण क्षेत्र में निवेश करने का एक बड़ा अवसर है। आने वाले समय में समुद्री व्यापार के क्षेत्र में भारत का नाम अग्रणी देश के तौर पर शुमार किया जाएगा। ऐसा विश्वास प्रधानमंत्री नरेंद्र मोदी ने व्यक्त किया है। प्रधानमंत्री ने वीडियो कॉन्फ्रेंसिंग के जरिए विभिन्न उपक्रमों का भूमिपूजन किया।

            प्रधानमंत्री नरेंद्र मोदी के हाथों टेलिकांफ्रेंस प्रणाली के माध्यम से ग्लोबल मेरीटाइम इंडिया (GMIS) 2023 का उद्घाटन किया गया, वे इस अवसर पर बोल रहे थे। आज मुंबई के एमएमआरडीए ग्राउंड में शुरू हुआ यह सम्मेलन 19 अक्टूबर तक चलेगा। इस मौके पर महाराष्ट्र के राज्यपाल रमेश बैस, मुख्यमंत्री एकनाथ शिंदे, केंद्रीय बंदरगाह और जल परिवहन मंत्री सर्बानंद सोनोवाल, गोवा के मुख्यमंत्री प्रमोद सावंत, फिक्की के अध्यक्ष शुभ्रकांत पांडा और विभिन्न देशों के प्रतिनिधि उपस्थित थे। इस कार्यक्रम में राज्य के बंदरगाह मंत्री संजय बनसोडे और स्कूली शिक्षा मंत्री दीपक केसरकर मौजूद थे।

23 हजार करोड़ से ज्यादा के प्रोजेक्ट

            इस समारोह में प्रधानमंत्री श्री मोदी ने हिंद महासागर नील अर्थव्यवस्था के लिए दीर्घकालिक ब्लू प्रिंट यानी 'अमृत काल विजन 2047' का अनावरण किया। इस ब्लू प्रिंट में बंदरगाहों की सेवा- सुविधाओं को बढ़ाने सहित स्थायी प्रथाओं को बढ़ावा देने और अंतरराष्ट्रीय सहयोग बढ़ाने के लिए विभिन्न रणनीतिक उपाय शामिल हैं। इस मौके पर प्रधानमंत्री ने 23 हजार करोड़ रुपये से ज्यादा की परियोजनाओं को मंजूरी दी।

            इसमें गुजरात के दीनदयाल बंदरगाह प्राधिकरण में 4 हजार 500 करोड़ रुपये से अधिक की लागत वाले टूना टेक्रा ऑल-वेदर डीप ड्राफ्ट टर्मिनल की आधारशिला का अनावरण भी प्रधानमंत्री ने किया। इस मौके पर समुद्री क्षेत्र में वैश्विक और राष्ट्रीय साझेदारी को लेकर 7 लाख करोड़ से ज्यादा के 300 से ज्यादा एमओयू पर भी हस्ताक्षर किए गए।

            इस अवसर पर प्रधानमंत्री श्री मोदी ने कहा कि कोविड के बाद पूरी दुनिया बदल गई। दुनिया भारत को अलग-अलग उम्मीदों से देख रही है। जल्द ही भारत दुनिया की शीर्ष तीन अर्थव्यवस्थाओं में से एक होगा। समुद्री व्यापार का एक बड़ा हिस्सा अर्थव्यवस्था में है। यह सम्मेलन उस दृष्टि से महत्वपूर्ण है। उन्होंने इस बात पर जोर दिया कि पिछले 9 वर्षों से समुद्री नीति को मजबूत करने के प्रयास किए जा रहे हैं।

             उन्होंने कहा कि पिछले 9 वर्ष में लॉजिस्टिक्स परफॉर्मेंस इंडेक्स में काफी सुधार हुआ है। आईएनएस विक्रांत देश की ताकत का प्रतीक है। इसमें कोई संदेह नहीं है कि हम जल्द ही देश को जहाज निर्माण में सबसे आगे ले जाएंगे। हमने मेक इन इंडिया पर जोर दिया है। उन्होंने यह भी जानकारी दी  कि आने वाले समय में देश के विभिन्न स्थानों पर जहाज निर्माण और मरम्मत का काम शुरू किया जाएगा।

            भारत के पास विशाल समुद्री तट, मजबूत इको सिस्टम, सांस्कृतिक विरासत है। हमने दुनिया की सबसे बड़ी नदी क्रूज सेवा शुरू की है। हम मुंबई में एक आधुनिक क्रूज टर्मिनल भी शुरू कर रहे हैं। भारत के पास डेवलपमेंट डेमोक्रेसी डिमांड जैसी महत्वपूर्ण चीजें हैं। इसलिए इस क्षेत्र में अग्रणी देश बनने की पूरी क्षमता भारत के पास है। ऐसा उन्होंने स्पष्ट किया।

            हम देश की विरासत को संरक्षित करने के लिए काम कर रहे हैं। इस दृष्टिकोण से लोथल डॉकयार्ड में एक राष्ट्रीय मेरी टाइम कंपलेक्स बनाया जाएगा। ऐसी घोषणा इस अवसर पर प्रधानमंत्री श्री मोदी ने की। 

             राज्यपाल श्री बैस ने कहा कि महाराष्ट्र का समुद्री इतिहास रहा है। मुंबई को वित्तीय केंद्र बनाने में समुद्री व्यापार ने प्रमुख भूमिका निभाई है। उन्होंने कहा कि बंदरगाह और जहाज निर्माण क्षेत्र अर्थव्यवस्था में प्रमुख योगदानकर्ता हैं। उन्होंने कहा कि भाग लेने वाले देशों को इस क्षेत्र में आधुनिक तकनीक और सुरक्षा के कारकों पर ध्यान देकर व्यापार आदान-प्रदान बढ़ाने की आवश्यकता है।

बंदरगाहों का त्वरित विकास

            मुख्यमंत्री श्री शिंदे ने अपने भाषण में कहा कि आने वाले वर्षों में हाइड्रोजन हब, एलएनजी बंकरिंग आदि की स्थापना के कारण राज्य में बंदरगाहों का विकास एक नए स्तर पर पहुंचेगा। हमारा ध्यान मल्टीमॉडल कनेक्टिविटी विकसित करने पर है जो रेल, समुद्र और जलमार्ग को एकीकृत करती है। हम पीएम गति शक्ति योजना के तहत लॉजिस्टिक्स दक्षता और कनेक्टिविटी बढ़ाने की कोशिश कर रहे हैं।

माल ढुलाई, यात्री यातायात में वृद्धि

             मुख्यमंत्री ने कहा कि राज्य की 720 किमी लंबी समुद्री  तटरेखा, 2 प्रमुख बंदरगाह, 14 से अधिक प्रमुख और मध्यवर्ती बंदरगाह और कई खाड़ियां भारत के समुद्री व्यापार की वृद्धि में महत्वपूर्ण योगदान देती हैं। वर्ष 2022-23 में, महाराष्ट्र में कार्गो मात्रा में उल्लेखनीय वृद्धि हुई है और यात्री परिवहन सेवाओं के लिए नए मार्ग शुरू किए गए हैं। जवाहरलाल नेहरू पोर्ट अथॉरिटी भारत में सबसे अच्छा प्रदर्शन करने वाले बंदरगाहों में से एक है और शीर्ष 30 वैश्विक बंदरगाहों में से एक है, जबकि मुंबई पोर्ट अथॉरिटी दुनिया भर में सबसे अच्छा लेकिन सबसे कम क्रूज़ टैरिफ प्रदान करता है।

अगले वर्ष अंतर्राष्ट्रीय क्रूज टर्मिनल

            वर्ष 2024 में महाराष्ट्र के मुंबई में अंतरराष्ट्रीय क्रम टर्मिनल शुरू हो रहा है, इसकी जानकारी देते हुए मुख्यमंत्री ने बताया कि इस स्थान पर सालाना 200 क्रूज जहाज और एक  मिलियन यात्रियों को संभालने की क्षमता होगी। महाराष्ट्र विकास में हमेशा अग्रणी रहा है। मुख्यमंत्री ने कहा कि निजी बंदरगाहों के लिए सड़क और रेल बुनियादी सुविधाओं के विकास के अलावा हमारी समुद्री नीति समुद्री पर्यटन, जहाज निर्माण, मरम्मत और रीसाइक्लिंग उद्योगों को महत्वपूर्ण बढ़ावा देगी। उन्होंने कहा कि प्रधानमंत्री नरेंद्र मोदी के प्रयासों के कारण वैश्विक समुद्री क्षेत्र में भारत की स्थिति को ऊंचाई मिली है।

            मुख्यमंत्री श्री शिंदे ने अपने भाषण में कहा कि आगामी दिनों में बंदरगाहों पर हाइड्रोजन हब की स्थापना, एलएनजी इंबंकरिंग जैसी सुविधाओं के कारण राज्य का बंदरगाह विकास एक ऊंचाई पर पहुंचेगा। हमारा ध्यान मल्टीमॉडल कनेक्टिविटी विकसित करने पर है जो रेल, समुद्र और जलमार्ग को एकीकृत करती है। हम पीएम गति शक्ति योजना के तहत लॉजिस्टिक्स दक्षता और कनेक्टिविटी बढ़ाने की कोशिश कर रहे हैं।

            इस अवसर पर मुंबई पोर्ट ट्रस्ट के 150 वर्ष पूरे होने के उपलक्ष्य में एक डाक टिकट और प्रोपेलिंग इंडियाज मैरीटाइम विजन  (Propelling India's Maritime vision) पुस्तक का विमोचन राज्यपाल श्री बैस, मुख्यमंत्री एवं अन्य गणमान्य व्यक्तियों द्वारा किया गया।

Inauguration of the Third Global Maritime India Summit (GMIS) 2023

 

      Mumbai, 17th: India is turning its attention towards the third-largest economy in the world. Maritime trade plays a significant role in this shift. There are immense opportunities for global investors in the ports and shipping sector in India. In the coming times, India will be recognized as a leading country in the maritime trade sector, said Prime Minister Narendra Modi today. The foundation for various projects was laid remotely by the Prime Minister Narendra Modi.

      Through the video conference system, Prime Minister Narendra Modi inaugurated the Third Global Maritime India Summit (GMIS) 2023. This conference, which began today at MMRDA grounds in Mumbai, will continue until the 19th October. Maharashtra Governor Ramesh Bais, Chief Minister Eknath Shinde, Union Port and Water Transport Minister Sarbananda Sonowal, Goa's Chief Minister Dr. Pramod Sawant, FICCI chairman Subhrakant Panda, and representatives from various countries were present. Maharashtra's Port Minister Sanjay Bansode and School Education Minister Deepak Kesarkar were also present.

Projects worth more than Rs 23,000 crores

      During the event, Prime Minister Shri Modi unveiled the long-term blueprint for the Indian Maritime Blue Economy, called 'Amrit Kaal Vision 2047'. This blueprint includes enhancing facilities at ports, sustainable practices, and boosting international cooperation. Projects worth more than Rs 23,000 crores were inaugurated by the Prime Minister, including the unveiling of the foundation stone for the Tuna Tekra All-Weather Deep Draft Terminal at Deendayal Port Authority in Gujarat, valued at over Rs 4,500 crores. Also, more than 300 MoUs worth over Rs 7 lakh crores with international and national stakeholders were signed.

      Prime Minister Shri Modi said that post-COVID, the world has changed. The world is looking at India with new expectations. India will soon be one of the top three economies in the world. Maritime trade holds significant importance in the economy. This summit is vital in that context. He emphasized that efforts have been underway for the past nine years to strengthen maritime policy.

      He added that in the past nine years, the logistics performance index has drastically improved. INS Vikrant symbolizes the nation's capability. We will soon lead in shipbuilding, there's no doubt about it. We have emphasized 'Make in India'. He also mentioned that shipbuilding and repairs are underway in various places in the country.

      India has a vast coastline, a robust ecosystem, and a cultural heritage. We have launched the world's largest river cruise service. We're also inaugurating a state-of-the-art cruise terminal in Mumbai. India has development, demography, democracy, and demand, which are essential. India has the full capability to emerge as a leading country in this sector, he clarified.

      He announced the establishment of a National Maritime Complex at Lothal Dockyard to preserve the country's heritage.

      Governor Ramesh Bais said that Maharashtra has a maritime history. Mumbai plays a pivotal role as an economic center, with maritime trade significantly contributing to it. He highlighted the substantial contribution of the ports and shipping sector to the economy. Participating countries should increase trade by focusing on modern technology and security in this sector, he suggested.

Acceleration in Port Development

      Chief Minister Eknath Shinde said that in the upcoming election future, ports in the state will reach new heights with facilities like hydrogen hubs and LNG bunkering. Our focus is on developing multi-modal connectivity that integrates railways, sea, and waterways. We're working to enhance logistic capabilities and connectivity under the Prime Minister Gati Shakti Yojana.

 

Increase in Goods and Passenger Transport

      The Chief Minister said that Maharashtra's 720 km coastline, 2 major ports, over 14 large and intermediate ports, and countless minor ports play a crucial role in India's maritime trade growth. In 2022-23, there was a notable increase in cargo transportation in Maharashtra, and new routes have been initiated for passenger transport services. Jawaharlal Nehru Port Authority is one of the top-performing ports in India and ranks amongst the top 30 global ports. Mumbai Port Authority offers the world's best cruise services at the lowest tariff.

International Cruise Terminal Next Year

      In 2024, an international cruise terminal will be inaugurated in Mumbai, Maharashtra, the Chief Minister Shri Shinde announced, which will have the capacity to handle 200 cruise ships and 1 million passengers annually. Maharashtra has always been at the forefront of development. Apart from building roads and railway infrastructure for private ports, our maritime strategy will also give importance to maritime tourism, shipbuilding, repairs, and recycling industries. The Chief Minister said that due to the efforts of Prime Minister Narendra Modi, India's position in the global maritime sector has been elevated.

      On this occasion, as Mumbai Port Trust completed 150 years, a commemorative stamp and the book "Propelling India's Maritime Vision" were launched by Governor Ramesh Bais, the Chief Minister, and other dignitaries.
